Margo Oge

Ms. Oge has been instrumental in the Environmental Protection Agency’s efforts to reduce air pollution and greenhouse gas emissions from the U.S. transportation sector.
With Ms. Oge’s guidance, the Environmental Protection Agency finalized three significant mobile source environmental accomplishments: the clean Tier 2 vehicle and gasoline sulfur program, the historic 2007 clean diesel truck and bus program, and the clean nonroad diesel engine and fuels program. By reducing over 90 percent of the harmful pollutants emitted from on- and off-road engines, these three programs are estimated to prevent over 26000 premature deaths and hundreds of thousands of respiratory illnesses each year.
Ms. Oge is currently leading the effort to write the first-ever national greenhouse gas emission standards for cars and trucks, and to finalize the expanded renewable fuel standard. These two rules are significant steps towards improving the sustainability of the U.S. transportation sector.

John Ferrell is Acting Manager and Feedstocks Platform Lead for the United States Department of Energy’s (DOE) Biomass Program under the Office of Energy Efficiency and Renewable Energy. The Biomass Program is developing the next generation of biofuels in an effort to reduce U.S. dependence on imported oil, reduce Greenhouse Gas emissions, and help spur the development of a green renewable economy. To this end the Biomass Program is supporting the research and development of cellulosic ethanol, green diesel, green gasoline, and green jet fuel through partnerships with private industry, academia, DOE national laboratories, other Federal agencies, and other offices of DOE.

Bill Hagy

As the Special Assistant for Alternative Energy Policy since August 2009, Mr. Hagy provides support to the Under Secretary for Rural Development and Secretary on policy matter relating to alternative energy development and provides organizational leadership for various boards and committees including the Biomass Research and Development Board and Technical Advisory Committee.
Up until July 2009, Mr. Hagy served as the Rural Development Business Programs, Deputy Administrator since July 1996 and administered a combined business loan and grant portfolio of over $6.5 billion.
Mr. Hagy has received extensive financial management training and is a recipient of the Vice President Gore’s National Performance Review Hammer Award for his efforts in streamlining the B&I Guaranteed Loan Program regulation, which reduced the number of application forms and automated the application process. Mr. Hagy was the recipient of the Secretary of Agriculture Honor Award in fiscal years 2003 and 2007 for Superior Service to the Department in the delivery of Business Programs. In addition, Mr. Hagy is the recipient of the 2007 National Rural Economic Developers Association President’s Award for recognition of his dedication, time, talent and expertise in support of Rural Development.
Mr. Hagy has also served in the capacity of Acting Under Secretary for Rural Development from January 20 – April 17, 2009, and Acting RBS Administrator from April 17-May 16, 2009.

Donald Woodbury

Mr. Donald Woodbury is the Director of the Strategic Technology Office at the Defense Advanced Research Projects Agency (DARPA). Mr. Woodbury manages a portfolio of programs that are focused on the development and demonstration of breakthrough capabilities in global intelligence, surveillance and reconnaissance; communications, networks and cyber warfare; energy and power; hybrid warfare; and operations in extreme environments.
Mr. Woodbury previously served as a program manager and senior scientist in DARPA’s Tactical Technology Office, where he managed programs that were focused on the development and demonstration of capabilities in manned and unmanned systems, directed energy weapons, space supremacy, and tactical multipliers.
Prior to DARPA, Mr. Woodbury was a technology program manager within the Army Research Laboratory, where he developed and transitioned advanced technologies for numerous aircraft, ground vehicle, and munitions programs.
Mr. Woodbury received a BS in Chemistry and an MS in Physical Chemistry from Clarkson University, and an MS in Technical Management from The Johns Hopkins University. He is a graduate of the Defense System Management College’s Program Manager Course and is a PMP certified program manager.

Before joining the Commission, he was head of transport policy at Manchester City Council and transport policy manager at Reading Borough Council..
He began his career in the Inner Cities Unit of the UK's National Council for Voluntary Organisations and has a degree in history from Cambridge University.

Luis has been Vice President for Alternative Energies since January 2010. He has overall responsibility for Shell’s biofuels business, from technology and planning, to full operations. He also overseas Shell’s activities in hydrogen and Gas-to-Liquids development. Luis retained these responsibilities from his previous role as Vice President of the since restructured Shell Future Fuels and CO2 organisation, where he had been Vice President since August 2008.
Before joining Future Fuels and CO2, Luis was President of Jiffy Lube International (JLI) since 2005. Luis had global responsibility for Fast Lubes so in addition to making sure that JLI delivered an unparalleled car-care experience to its North American customers, Luis was also spearheading the expansion of JLI into China through a partnership with Shanghai Automotive Industry Sales Corporation.
As Vice President of Lubricants Latin America in 2003, Luis was part of the team that developed the strategy that led to the creation of Shell’s global lubricants business. In January 2004, he became global Vice President of Transport Lubricants.
Luis has worked in Shell’s downstream businesses for his entire 31-year career with Shell. Throughout this time he has held a variety of roles spanning lubricants sales, retail management, distribution, marketing, commercial and cluster management. Luis’ greatest passion is growing a business and he believes growth and increased value for shareholders is the prime responsibility of a business leader. A very close second is developing the people to achieve the first goal.
Luis holds a Chemical Engineering degree from the University of Bahía Blanca in Argentina, an Executive Programme degree in Competitive Strategy from Harvard University and an Executive Business programme degree from the INSEAD Business School in France.
Though a native of Argentina, Luis lives in London. He has three children and loves snow boarding.

Christopher G. Standlee is the Executive Vice President for Abengoa Bioenergy Corporation and Abengoa Bioenergy of Nebraska. He also serves as Executive Vice President and member of the Board of Directors for Abengoa Bioenergy US Holding, Inc. With its corporate offices Located in Chesterfield, Missouri, Abengoa Bioenergy is one of the largest international producers of ethanol, operating several production facilities in the United States and Europe, as well as two facilities in Brazil.
Abengoa Bioenergy also focuses on the research and development of new ethanol technologies, and is currently working to construct a DOE sponsored commercial scale biomass to ethanol facility in Hugoton, Kansas.

Linda Daugherty is the Deputy Associate Administrator for Policy and Programs for the Department of Transportation’s Pipeline and Hazardous Materials Safety Administration (PHMSA) Office of Pipeline Safety.
Linda joined PHMSA’s Pipeline Safety Program in 1991 and has served in various operational and policy development functions.
As Director of the Southern Region from 2003 – 2010, Linda worked with the engineering, technical and administrative professionals in her office and the state pipeline safety offices to achieve agency goals through inspections, investigations, special permit and construction evaluation, enforcement and technical studies.
From 1994 - 2003, Linda managed the agency’s Compliance and Enforcement program, served as the Department’s pipeline security expert and coordinated the agency’s response to pipeline accidents and national emergencies. Prior to joining PHMSA, Linda worked for a hazardous liquid pipeline company. She was responsible for oversight of the pipeline company’s environmental compliance. Additionally, Linda served as the pipeline company’s right-of-way agent and coordinated the company’s damage prevention efforts throughout a seven state area.
Linda is a Chemical Engineer from the University of Missouri – Rolla (School of Mines).

Susan M. Cischke (pron. SIS-key) is group vice president, Sustainability, Environment and Safety Engineering, a position she assumed in April, 2007. Cischke is responsible for establishing Ford Motor Company's long range sustainability strategy and environmental policy. In addition, Cischke is responsible for influencing future environmental and safety regulations and assuring that Ford Motor Company meets or exceeds all safety and environmental regulations worldwide. Cischke has served as Ford's top environmental and safety officer since January 2001. Prior to joining Ford, Cischke was senior vice president of Regulatory Affairs and Passenger Car Operations at DaimlerChrysler. Cischke earned a bachelor's degree in engineering from Oakland University in Rochester, Michigan. She also holds master's degrees in mechanical engineering and management from the University of Michigan-Dearborn and attended the Tuck Executive Program at Dartmouth College.

Alan Rae has 30 years of diverse commercial experience in the automotive, financial services and biofuels markets as an investor, manager and business owner. Having been involved in the foundation and development of several a wide range of start up businesses in the 80's and 90's Alan became interested in Cleantech in the mid 90's and in 1997 founded O2Diesel Corporation, which became the global leader in ethanol diesel fuel blends. He served as O2's CEO until its sale in 2009. Alan has been working with KL Energy since late 2007 and has been instrumental in sourcing funding and partners for its global business development. He is a firm believer that "no new technology, no matter how alluring, will succeed long term unless it is economically competitive and commercially fundable in any current market". With this philosophy he has been working to establish commercially viable industrially integrated and stand alone projects in the USA, Europe and South America. Mr.Rae studied mechanical engineering in his native Scotland.
